Charlotte Regional Transportation Planning Organization (CRTPO) 2024-2026

Background

In 2007, a certification review by the Federal Highway Administration of the Charlotte Regional Transportation Planning Organization (CRTPO) recommended the creation of a formal method to evaluate how long-range transportation plans affect minority and low-income populations. With no standard federal methodology available, CRTPO researched approaches used by other metropolitan planning organizations and adapted a model from the Delaware Valley Regional Planning Commission. This led to the development of a framework to identify underserved communities and assess whether transportation investments are distributed equitably across the region.

What We Did

  • Civility Localized led stakeholder development to gather feedback on the 2055 Metropolitan Transportation Plan (MTP). The MTP defines policies, programs, and projects to reduce congestion, improve safety, support land use, and provide mobility choices in the CRTPO three-county area.

  • Civility Localized planned and facilitated 10Equity Focus Groups and 10 Pop Up Tables in the CRTPO planning area of Iredell, Mecklenburg, and Union Counties. this included developing the survey and discussion questions for the focus groups. To reduce barriers to participation, these sessions were hosted in person and virtually across all three counties. Stakeholder development strategies focused on equity-based organizations and marginalized demographics. Final reporting included data analysis, key findings, and more.
